1.Objectives – Policy Statement

1.1

TAFE NSW higher education will deliver student centred higher education programs that are informed by research, and promote intellectual enquiry, critical thinking and creative reasoning.

1.2

TAFE NSW higher education will provide individuals with a learning environment that:

1.2.1

motivates and engenders enquiry and learning about our society, culture, the international environment, science, technology and industry

1.2.2

encourages, facilitates and supports positive, analytical discourse and awareness and

1.2.3

promotes free intellectual inquiry.

1.3

TAFE NSW higher education will promote investigation, critical enquiry and innovation through scholarship, teaching and partnerships with business, industry, education and government.

1.4

TAFE NSW higher education will support this learning environment by:

1.4.1

Developing a framework for academic integrity and honesty

1.4.2

Promoting scholarly activity.

2. Audience and Applicability

2.1

This policy applies to:

  • All TAFE NSW Higher Education students enrolled in higher education courses
  • All TAFE NSW Higher Education staff responsible for the delivery of TAFE NSW Higher Education courses.

3. Context

3.1

This policy reflects the requirements of the National Protocols for Higher Education Approval Processes and is supported by the following:

  • TAFE NSW Higher Education Academic Integrity and Honesty Policy and Procedure.
  • TAFE NSW Higher Education Scholarly Activity Policy and Procedure.

4.Responsibilities and Delegations

4.1

Academic staff are responsible for promoting free intellectual enquiry, critical thinking and creative reasoning in the student body.

4.2

Academic staff are responsible for encouraging, facilitating and supporting positive, analytical discourse and awareness in the student body

4.3

TAFE NSW Higher Education Executive Group (THEEG) is the primary operational decision-making body of the higher education institution and oversees TAFE NSW’s higher education operations.

4.4

All TAFE NSW higher education staff have a role in ensuring quality assurance and continual improvement policy and procedure is supported and carried out.

5.Monitoring, Evaluation and Reporting Requirements

5.1

The policy will be reviewed and updated regularly in line with the TAFE NSW Higher Education Quality Assurance and Continuous Improvement Framework.

 1. Policy statement

1.1  The Quality Policy outlines TAFE NSW approach towards the development, monitoring, review and continuous improvement of processes and procedures to ensure compliance with quality standards within applicable national and state regulatory frameworks and alignment with best practice.

1.2  TAFE NSW applies a continuous improvement approach to its business processes and procedures, demonstrated through engagement in internal reviews, internal and external audits and support for awards which recognise excellence.

2. Related information

2.1  TAFE NSW Institutes quality policies, guidelines and procedures.

3. Audience and applicability

3.1  This policy applies to all TAFE NSW Institutes, central support units and staff engaged in implementing, monitoring and reviewing quality processes.

3.2  This policy applies to local, interstate, offshore and third party arrangements for the delivery and assessment of AQF qualifications and related operations.

4. Context

4.1  Individual TAFE NSW Institutes, as Registered Training Organisations (RTOs), must comply with the VET Quality Framework (VQF) in the delivery of nationally recognised accredited courses and training package qualifications. This is monitored and reviewed by the Australian Skills and Quality Authority (ASQA)

4.2  Individual TAFE Institutes must also comply with the requirements of the NSW Quality Framework which assures quality under the NSW Smart and Skilled program for subsidised VET training.

5. Responsibilities and delegations

5.1  TAFE NSW implement, monitor and review organisational wide policies, procedures and guidelines.

5.2  TAFE NSW Institutes implement, monitor and review the quality processes for which they responsibility.

5.3  Central support units (including TAFE Customer Services) assist TAFE NSW Institutes to meet VQF and other regulatory requirements.

5.4  TAFE NSW staff responsibilities in relation to compliance and assurance are contained in the Statement of Duties.

5.5  The Quality Services Unit, TAFE Learning Services is responsible for monitoring and reviewing this policy.

6. Monitoring, evaluation and reporting requirements

6.1  This policy will be reviewed at least every 3 years to assess achievement of outcomes, continued relevance and continuous improvement.

Quality Assurance

1. Objectives – Policy Statement

1.1

TAFE NSW offshore delivery and assessment of vocational education and training programs leading to Australian Qualifications Framework (AQF) qualifications must comply with the requirements of the VET Quality Framework (VQF)

1.2

Offshore delivery of other programs must always provide vocational education and training of a high standard to maintain the good reputation of TAFE NSW.

1.3

Risk assessment should be reviewed when an arrangement has been in place for a substantial period.

2.Audience and Applicability

2.1

This policy applies to:

  • All offshore commercial AQF programs of TAFE NSW and its related operations
  • All staff, whether permanent or temporary staff, consultants, contractors or other appointees engaged by TAFE NSW in relation to commercial offshore international activities.

3. Context

3.1 The Following National and State Legislative, Policy and Operational Factors Provide the Context for this Policy: 

3.1.1

TAFE NSW delivers consultancy and vocational education and training programs offshore to international clients as part of its total program of commercial business.

3.1.2

These programs are delivered within the legislative and policy context of in-country legislation, and of the laws of the Commonwealth and NSW, which include the Trade Practices Act 1974 , NSW TAFE Commission Act 1990, the National Vocational Education and Training Regulator Act (2011), and the Fair Trading Act 1987 No 68.

3.1.3

The programs also operate in the context of Commonwealth legislation, regulations and agreements between the Commonwealth and States/Territories pertaining to Vocational Education and Training and the VQF. The Australian Skills Quality Authority (ASQA) can include offshore delivery of AQF programs within its registration audits.

3.1.4

Offshore delivery provides TAFE NSW with opportunities for commercial revenue, but also presents risks given the competitive nature of the market.

4. Responsibilities and Delegations

4.1

Executive Director, TAFE NSW Customer Services:

  • Publishes the policy and updates it in line with changes to the VQF; and
  • Notifies institutes and relevant stakeholders of a new, amended or superseded policy.

4.2

TAFE NSW institutes implement the policy and guidelines.

5. Monitoring, Evaluation and Reporting Requirements

5.1

Institutes monitor their programs and advise the Managing Director, TAFE NSW of any matters, including any audit findings.

Audit reports are used to inform future programs.
